On July 1, 1974, Joel Birken, Jon Broome and the late Jim Rees founded Rees, Broome & Birken, PC. On July 1, 2024, Rees Broome, P.C. completed its 50th year of servicing Virginia and the D.C. metropolitan area and has built a distinguished reputation as one of Virginia’s top law firms – offering clients the expected expertise of a large law firm with the personalized experience of a smaller practice. This balanced approach to legal service, in addition to providing a hospitable environment, serves as the basis of our principles, and has proven to reinforce longstanding relationships with our clients.

Around 1982, Rees Broome senior counsel, Joe Kasimer, joined what was then the Virginia Road & Transportation Builders Association (“VRTBA”). Joe is a graduate of Yale University and the George Washington National Law Center. He has been continuously involved with VTCA and VRTBA since then, serving on the Board of Directors (two terms), chairman and member of the Contract Administration Subcommittee and member of the Associates Leadership Committee (multiple terms). His practice has been heavily involved with construction claims and disputes against VDOT, and he has presented many education programs on VDOT and other construction claims before VRTBA, VTCA and similar trade associations, such as Virginia Asphalt Association and the Heavy Construction Contractor’s Association.

Mr. Kasimer has been involved in dozens of construction disputes involving VDOT and LAP projects in all VDOT districts, including some of the largest projects, such as all phases of the Springfield Interchange Project, I-95 widening, Dulles Toll Road, Dulles Greenway, I-495 express lanes, and I-66 hot lanes.

In 2021, Eric Lammers, a shareholder at Rees Broome, PC, also became active in VTCA. He joined and completed the Emerging Leaders Program, and has represented many contractors in claims against VDOT, including active litigation cases. Eric is a graduate of Northwestern University and UCLA School of Law, and is admitted to practice in Virginia, Maryland, and the District of Columbia.
