VDOT Updates its Cost Estimating Manual (CEM)
With the new year VDOT’s Cost Estimation Office is releasing an update to its Cost Estimation Manual (CEM). CEM version 3.0 is available at the Estimation Office’s external website: Cost Estimation | Virginia Department of Transportation.
Highlights of the updated CEM include definitions of new estimating terms, overviews on recently developed VDOT estimating tools and resources, a rewritten (and simplified) chapter on Risk-based Contingency Development, and a new Estimate Checklist (Form CEO-10). The update ensures functioning and up-to-date hyperlinks. It also prepares estimators for the soon-to-follow Version 3.1, which will accommodate the Construction Division’s new Project Cost Estimation System (PCES) and the replacement of the Cost Estimate Workbook (CEWB) with the Project Estimate Summary (PES).
